Deputy Director
Ms. Taylor is a Foreign Service Officer with 20 years of experience with the Department of State. She comes to the HIU from the U.S. Army War College, where she earned a Masters in Strategic Studies. Her research focused on terrorism and drugs in post-conflict Afghanistan. She has a PhD. in Geography from Northwestern University, where she researched labor migration dynamics in East Africa. Her last overseas tours were as Deputy Director, Political and Economic Affairs Section, U.S. Embassy Tunis, Tunisia and as Deputy Director, Narcotics Affairs Section, U.S. Embassy Islamabad, Pakistan. In Washington, she worked as an INR analyst on the politics of economic reform in Russia, Legislative Management Officer for Near East Asia and South Asia in Legislative Affairs, and International Relations Officer for Turkmenistan and Tajikistan. Before joining the Department of State, she worked as a military geographer and analyst for the Federal Research Division of the Library of Congress, researched eco-friendly uses for urban forest environments for the Forest Service, and taught Environmental Science at Northeastern Illinois University.
